Michigan Graduated DRIVER'S Licensing (GDL)

Michigan has a three-stage licensing process for minors:

Column

Level 1 - Learner's License

(A Teen Must Be at Least 14 Years and 8 Months)

RESTRICTIONS: A teen can only drive with a parent, a guardian, or anyone that the parent/guardian says the teen can drive with, as long as the person is at least 21 years old or older and has a Driver's License in their own name.

Level 2 - Intermediate License

(At Least 16 Years Old)

RESTRICTIONS: A teen may not drive between the hours of 10:00 PM and 5:00 AM without a licensed adult over 21 years old, with a driver's license in their own name, unless driving to/from a job.

Preparation for Driver Education - Segment 2

30 hours of the 50 hours of Behind-the-Wheel practice driving with parent, including two (2) of the required 10 hours night driving
Held a valid Level 1 license for not less than three (3) consecutive months

New GDL Restrictions

Graduated Driver's License Level 2 Restrictions 2010 PA 268 was signed into law on December 14, 2010, and took effect on March 30, 2011. The law amends the Michigan Vehicle Code in the following ways:

Prohibit a driver with a Level 2 graduated driver's license (GDL) from operating a motor vehicle carrying more than one passenger who is under 21 years of age, unless:

Passengers are members of the driver's immediate family, or
Travel is to or from school or a school-sanctioned event. In addition, the nighttime restriction has been extended to 10:00 PM from the original midnight starting time. The new nighttime restriction is from 10:00 PM until 5:00 AM unless driving to or from employment.

Both of these restrictions remain for the duration of the Level 2 graduated driver's license. The sanctions for violating these new provisions are: a civil infraction is entered and 2 points are added to the driving record. Notice of the civil infraction shall be sent to a designated parent or guardian. GDL Level 2 period is extended for 12 months. A driver re-examination will be scheduled with possible license suspension and/or additional restrictions imposed.

Driver Education Tips for Parents

Parents, we encourage you to continue to monitor your teen's driving. Remember, they are novice (new) drivers! INEXPERIENCE accounts for many of the collisions that teens are involved in. Insist that your teen:

Always wear safety belts, and insist that all passengers do the same.
Always obey ALL traffic laws.
Maintain a mature attitude while driving.
Reduce distractions.
Stay alert! Expect that other drivers will sometimes do the wrong thing, so staying alert will help them to adjust to whatever driving situation that they may encounter.

There is not a fee charged for a Level 1 Learner's License. Remember to take all required identification documents with you to the Secretary of State's Office. Not being prepared will cost you more time!

The regular fee for an operator's license ($25.00) will be collected upon application for a Level 2 Intermediate License when the photo license is also issued. A new Level 3 License is created and mailed from Lansing using the electronic image on file (obtained at Level 2). This license is issued at no fee to the applicant.

Adult Driving Lessons

We offer private driving lessons! Our Adult Packages start at $280.00 (Five, one (1) hour lessons) or $60.00 per hour with minimum of 2 hours (two days). Adults must have a Temporary Permit, which is issued by the Secretary of State Office, before driving instruction can begin.

**We do not offer the road test

Classroom Instruction

To begin driver education, a teen must be at least 14 years and 8 months of age. They must have permission of a parent/guardian. Upon successful completion of Segment 1 and the Segment 1 Knowledge Test, which was developed by the Department of State, a green driver education Segment 1 Certificate of Completion will be issued to the teen. The Segment 1 Certificate of Completion is not a permit to drive and CANNOT be treated as a driver's license.

After completing Segment 1, the teen is ready to apply for a Level 1 License. Both parent and teen must go to a Secretary of State branch office to apply for the Level 1 License.
